US Arms in Afghan Withdrawal Fuel New Challenges for Pakistan’s Counterterrorism Efforts

Muhammad Usman Safdar, M.Phil Scholar, Department of Defence and Strategic Studies, Quaid E Azam University, Islamabad, writes that the war on terror has taken an unexpected turn in Pakistan as the fallout from the US withdrawal from Afghanistan creates new challenges for the nation’s security forces.

Weapons in the Wrong Hands: Following the withdrawal, an estimated $7.2 billion worth of US-provided military equipment, including advanced weaponry, fell into the hands of various Afghan groups, including the Taliban. This influx has significantly bolstered the capabilities of terrorist organizations operating in Pakistan, such as the Tehreek-e-Taliban-e-Pakistan (TTP) and the Islamic State Khorasan Province (ISKP).

From AK-47s to M4s: Previously reliant on outdated weaponry primarily consisting of Russian-made AK-47s, these groups are now equipped with American-made M4 assault rifles, M16 machine guns, and advanced sights, significantly enhancing their firepower and tactical capabilities.

Recent Attacks Showcase New Threat: Recent attacks on Pakistani security forces by the TTP and ISKP have served as stark reminders of this growing threat. Security forces have recovered US-made weapons, night vision goggles, and even American rifles equipped with thermal sights from the possession of these attackers, highlighting the sophistication these groups now possess.

This situation presents a complex challenge for Pakistan. Addressing the issue requires a multi-pronged approach. Leveraging technological advancements to counter the evolving threat landscape and modernizing security forces with advanced equipment and training are crucial first steps.

However, a solely military approach is unlikely to be sufficient. Addressing the root causes of terrorism, fostering regional cooperation to combat safe havens for terrorist groups, and tackling the illicit arms trade are equally vital aspects of a long-term solution.

Regional Implications: The situation also carries broader regional implications. The spillover of weapons and the rise of a more empowered insurgency in Afghanistan raise concerns about potential destabilization in neighboring countries. The involvement of external actors in arming terrorist groups further complicates the situation.

Propaganda and Recruitment: The readily available advanced weaponry is also being exploited by terrorist groups for propaganda purposes. They are releasing videos showcasing attacks on Pakistani security forces, fueling fear and aiding in recruitment efforts.

A New Era of Arms Race: This situation echoes the influx of AK-47s during the Afghan War in the 1970s, marking a new era of arms race where readily available advanced weapons empower terrorist groups and pose lasting regional security threats.

The Way Forward: Combating this complex issue requires a comprehensive and collaborative approach involving regional cooperation, addressing the root causes of terrorism, tackling the illicit arms trade, and ensuring the security and well-being of the people.
